Harvey heads up the family farm located mostly north of Harlingen. He, his brother, and their children farm both irrigated and dry land acreage. He has served on the HID board since January 24, 1990.

Edward Bauer farms in several irrigation districts. His operation in this District is south and west of Harlingen. Edward and his sons farm sugar cane, cotton, corn, grain sorghum and vegetables. Edward and his wife Mary Ann have raised three sons - James, Robert and Andrew, and two daughters, Amy and Lori. He has served on the HID Board since July 23, 2003.

Rick farms in the Harlingen-San Benito area. Primary crops are cotton and grain sorghum. Rick also has 70 acres in tree production. Rick's wife is Sandra Esparza from El Ranchito, TX. They have raised two children: a son, Anton Guerrero, and a daughter Zilfa Sara Guerrero. Rick also is the owner of a landscape company, Exterior Designs, and is a co-owner of Rio Grande Tree Farms. Rick also serves as Chairman of the Southmost Soil and Water Conservation Board. Rick is an avid hunter and fisherman and his interest is in international travel and international development. He has served on the HID Board since March 7, 1990.

Leonard farms cotton, sugarcane, corn, grain sorghum and vegetables in the Rangerville area south of Harlingen. He also owns and operates a wholesale nursery north of Harlingen. Leonard and his wife Mary Beth have raised three daughters. He has served on the HID Board since May 25, 2005.

General Manager

Wayne farms 600 acres of sugarcane, grains and cotton in the Rangerville area. He has been the general manager of Harlingen Irrigation District and Adams Gardens Irrigation District since 1989. Wayne and his wife Vivia were married 39 years and have three children: Deana Everett, Stephen Halbert, Kevin Halbert. He is a Past President of the Texas Water Conservation Association, Texas Irrigation Council - Legislative Director, Rio Grande Valley Water District Manager's Association, and Rio Grande Regional Water Authority - Governor's Appointee, Rio Grande Watermaster Advisory Committee - Chairman, Southmost Soil and Water Conservation Board, Texas Institute of Applied Environmental Research Advisory Board. Wayne enjoys traveling, especially treks to the back country in Mexico.
